Final build from here, this (may) be outdated.
If so, please refer to KiloRyu's version.

Quick description:

Applies unused chrome textures on most vehicles.
Most of the vehicles rims will shine with graphics modifications.
Adds many fixes (see Developer Notes).

Description:

The aim of this modification is to improve the materials of the original vehicles as well as the consistency of the materials. Also, the (almost) unused chrome texture found in vehicle.txd "vehicleenvmap128" will be used on most vehicles, giving them a nice chrome look. Most wheels on vehicles will now work with Mobile reflections, with the intention of modernizing the vehicles. Additionally, It will also bring lots of improvements and fixes. It uses the original Upgraded Vehicles 0.1 as a base.

NOTICE/REQUIRMENTS:

This modification is designed for Modloader, I do not recommend installing it manually.
Use "VehFuncs", or you will get bugs.
If you use "GFXHack.asi", I highly recommend installing it outside of "modloader", put it into your GTA SA directory to avoid unexpected crashes.

Installation:

Drag the "Upgraded Vehicles Pack" file into your "modloader" folder.

This modification will typically be in a lower priority folder.

This modification is open source, you can upload, modify and share, no permission or credits required.
Enjoy!

Description:
This modification generally increases the longevity and difficulty of the game. It was made for those who play the game a lot or just seek more of a challenge.

The aim of this modification was to change some of the general flow of gameplay.

Installation:
Drag the "Data Balancing And Slower Skills" folder into your "modloader" folder.

Details:
- [ar_stats.dat] All skills will increase VERY slowly, it will take you forever to level them up, like a mobile game. This will make the game much more of a grind (something I personally enjoy).

- [weapon.dat] Fired weapons will have reduced damage and smaller clips, meaning you have to fire more carefully than usual, like this headshots will seem more rewarding. (the folder says it's for Gang Wars because it was designed to make gang wars more challenging, but you can obviously play the game without this in mind). Additionally, each weapon actually feels different to eachother. Picking one weapon over another could mean life or death!

- [pedstats.dat] CJ will recieve a little less damage to compensate for the increased difficulty. Delete it if you need even more difficulty.

GTASA Particles Update 1.1

Update Released:
1.1: Added smooth ENEX Cones.

Quick description:

For those who don't want to change much in their SA, just minor improvements/fixes.

Details:

Updates the particles file, keeping the original style of the game intact while fixing some issues. The changes are mostly visual, thus performance is unnafected. The same sizes are used but some of the textures are redrawn/rendered in PS. The focus of this mod was to redo the static shadows that were broken, but why not add some fixes while we are at it?

Features:

- Smoother shadow textures, no more rough pixelated shadows for low graphics settings.
- Street lamps lights (emitted on floor) are slightly smoother at night.
- Fixed pedestrian lights textures, they are now correctly positioned.
- Slightly smoother coronastar texture, a little less noisy.
- Improved moon size without editing the texture, just resized canvas.
- Redrawn the blood texture, looks more accurate.

Installation:

Drag the "Particles Update" folder into your "modloader" folder.

We all have mod ideas, some are great some are terrible. But regardless, I am quite surprised that not many share their ideas, we must have massive potential/talent in the GTA modding community. I wish people would share their thoughts more often! It would be great to hear them.

These are modifications that I never managed to produce because they are either impossible for me or they are just crazy & unrealistic. Without further ado:

More use for Vending Machines?
Little notice is given to this small but funny feature, I always loved it. 1$ for a Sprunk for some health. Could there be any more use for this feature?

Enhanced Gang Wars?
(since we have a nice Extended Gang Wars mod).
 · Infinite gang wars, impossible to dominate all territories, thus adding longevity to the gameplay.
 · You gain a 'wanted level' from the gangs that you have recently attacked, they might try to kill you randomly during the game.
 · Gangs fight eachother on the streets naturally (they don't seem to attack eachother naturally while on foot, this is a bug to fix?).
 · Spawn 'enemy gang members' multiplier during gang wars, maybe also allow spawn 'friendly gang members' during a gang war too? (i.e. fam's)
 · Cars and 'dead' cars last longer during gang wars? they can be useful for cover.

2 Player Split-Screen?
(this might destroy low-end PC's?).
Is this even possible? it would be revolutionary!

A proper Zombie Mod?
That fits into the original atmosphere of the game (as if produced by Rockstar). Maybe like a pickup on the streets? (like a 2 player pickup).
 · Increase 'fog' during this mode?
 · Select '1 player' / '2 players' before the mode starts up?
 · Survive until you die? Each round the zombies health/damage increases?
 · Some zombies can explode on you (solution for campers?)

Ped Pickups?
Random pickups rarely drop from peds? Everyone kills peds in this game, more incentive to do this?
 · Small chance for armour from cops if you land a headshot?
 · Small chance for health pickup if you kill a medic?
 · Gangs have those alcoholic bottles. A 'bottle' weapon pickup? What could it do?

Add Car Colours directly?
Very simple, open the carcols.dat and add all the colours you want?
Or better yet through a separate .ini or .dat?
By default, the vehicles would always appear in black.
